Triggers for Modifying Health Officers Order

Health officers order will be modified when any one of the following three criteria are met:

  • Community Outbreaks
  • PPE Supply
  • ICU Capacity

Or one or more of the remaining criteria in at least 2 of the 3 columns are met.

1. Case Count: (County Metric) Increase new case counts of at least 10% for five consecutive days above a stable baseline without substantial increase in testing.
2. Community Outbreaks: (County Metric) No more than seven new outbreaks in community settings in a 7-day period*.
3. COVID-Syndromic: (Reverse Attestation Metric) Upward trajectory of COVID-like syndromic cases reported within a 14-day period.
4. ILI: (Reverse Attestation Metric) Upward trajectory of influenza-like illnesses (ILI) reported within a 14-day period.
5. Hospital Capacity: (Reverse Attestation Metric) Approach 80% capacity for all hospital beds in the county.
6. Increasing Hospitalizations: (New State Metric) Average change >1% in number of confirmed COVID+ patients currently hospitalized, measured as a 3-day rolling average and compared to the prior 3-day average.
7. Limited Intensive Care Unit (ICU) Capacity: (New State Metric) <20% availability of ICU beds*.
8. Limited Ventilator Capacity: (New State Metric) <25% availability of ventilators.
9. PPE Supply: (Reverse Attestation Metric) Only50% of hospitals have at least a 15-day supply of PPE over a rolling 3-day period*.
10. Cases: (Reverse Attestation Metric) Greater than 8% of positive tests as a percent of total tests within a 14-day period.
11. Case Investigation: (County Metric) Only 70% of investigations initiated within 24 hours of notification over a 7-day period.
12. Contact Tracing: (County Metric) Make first contact attempt for only 70% of close contacts of new positive cases within 24 hours of identification.
13. Homeless Population: (Reverse Attestation Metric) Temporary shelter not available for less than 15% of homeless population (e.g., space constraints, medically vulnerable household members, or otherwise).

These triggers will be continuously reassessed as new information becomes available.
